Auto Refresh a single side-block

I have a shout block that I would like to refresh periodically. I have the scripting installed in its block.php file that refreshes but it refreshes the whole home page.

Is there code that would just refresh the block and not the page?

You would have to use an iframe for that and inside that file you use in the iframe would be the meta refresh code. That way, only the page inside the iframe would refresh.
